In the course of their work to improve the fight against IUU fishing, the 22 ATLAFCO Member States (Coastal States from Morocco to Namibia) have considered the opportunity to create a common system of regional observers that would support boarding of common, single and permanent observers onboard fishing vessels active in areas under jurisdictions and in the high seas comprised in the ATLAFCO region.
On the basis of the outcome of an international tender, ATLFACO contracted F&S to realise a feasibility study with main objectives of identifying possible implementation schemes and of proposing a road map for implementation of the programme by Coastal States, Flag States and Regional Fisheries Organisations concerned.
